Two identical buildings, one in a dense metro and one three hours away, do not cost the same to build. Everyone knows this. Very few estimates actually reflect it.

The variance shows up in three places. Labor rates differ by market and by whether the work is union. Material costs differ with freight distance and local supplier competition. And general conditions differ with site constraints, parking, permitting time and inspection cycles.

The compounding effect

A ten percent labor variance on a labor-heavy scope like drywall or electrical is not a rounding error. Applied across a full estimate, market adjustment routinely moves the total by more than the margin you were bidding.

What good practice looks like

  • Apply a location factor to labor separately from material
  • Get at least one local supplier quote on the largest material package
  • Adjust general conditions for local permit and inspection timelines
  • Note the basis of pricing in your bid so it can be defended later

If you bid across multiple states, this is not a refinement – it is the difference between a bid you win profitably and one you win and regret.
